As far as serial killers are concerned, Carl Panzram was the toughest. There were definitely smarter psychopaths, killers with gruesome methods of dismemberment, but Panzram had the balls to mock his state funded killers for taking too long to hang him. He admitted to having no conscience, killing 21 people and sodomizing 1,000 men. From 1899 to 1930 he was in and out of the prison system, having first been arrested at age 8 for intoxication.
